Approach to Runway25

The runway 07/25 extension was officially opened on December 12th, 2006. Please refer to the NOTAM’s for czbb for information regarding the declared distances for runway 07/25 and displaced threshold information for runway 25.

Please note that Pilots of Jet Aircraft and Propellor Driven Aircraft with a GTOW in excess of 25,000pounds must have approval to land at the Boundary Bay Airport.

For approval, please call Alpha Aviation, the Operators of the Airport, at 604-946-5361 to obtain approval from the Airport Manager or individual delegated by the Airport Manager.

All pilots are reminded of Delta Heritage Air Park 2.5NM E of czbb – No overflights below 1000 ASL (See VTPC).

For Pilots who are not familiar with Delta Heritage Air Park and the approach to runway 25, please view the attached pictures and explanations for further information.

Circuit for Noise Sensitive Area

As published in the Canadian Flight Supplement, pilots arriving or departing Boundary Bay Airport must:

"Avoid over flying noise sensitive areas unless unable due to crosswind limitations or other safety considerations or as directed by ATC. Ref CARS 602.105 - after departing runway 25 turn crosswind as required to remain East of the Railway Tracks. Arriving runway 07, turn base East of noise sensitive area."

Policy Regarding Safe Maneuverings of Helicopters

It is the responsibility of Alpha Aviation Inc. to ensure a safe environment for all fuelling staff, the fuelling equipment, and users of the airport.

It is therefore the policy of Alpha Aviation that all helicopters must not over-fly or maneuver at less than 30 feet above and 90 feet horizontally from the fuel vehicles and equipment. Hovering over the fuel vehicles will not be permitted under any circumstances.

As stated in the CARS:

Right or Way - General 602.19 (1) Notwithstanding any other provision of this section (10) No person shall conduct or attempt to conduct a take-off or landing in an aircraft until there is no apparent risk of collision with any aircraft, a person, vessel, vehicle or structure in the take-off or landing path.

602.01 No person shall operate an aircraft in such a reckless or negligent manner as to endanger or be likely to endanger the life or property of any person.

Please note:
To facilitate the safe maneuverings of helicopters from the grass to the west Apron, Alpha Aviation has permanently removed two parking spots south of the Reilly T-Hangars.

Any noncompliance with these requirements will constitute a policy violation and will be fully investigated by Airport Management.


Changes to the Boundary Bay Control Zone

NAV CANADA, the country's provider of civil air navigation services, has worked with local users to review the current control zone at Boundary Bay.

The Boundary Bay control zone will be extended to the East between 1,000 and 1,500 feet to include the Trestle and Blackie Spit reporting points. The existing and new control zone extension will be designated as Class C in order to address safety issues and operational requirements.

The changes will take effect on 12 May 2005 at 0901 Coordinated Universal Time via amendments to the Designated Airspace Handbook and appropriate aeronautical charts and other publications.


Delta transfers Boundary Bay Airport to Alpha Aviation

Lois Jackson, Mayor of the Corporation of Delta today announced Council’s approval to transfer the lease of the Boundary Bay Airport to Alpha Aviation Inc. “We are very pleased Alpha Aviation has purchased the assets of the airport from the current operator. Alpha has made a commitment to invest $1 million in their first year at the airport to up-grade and improve the facility along with a commitment to continue to reinvest 50% of net revenue into airport improvement.” stated Mayor Jackson. “This is a win-win outcome for both Delta and Alpha Aviation. With this transfer, council has been able to resolve the tax delinquency problems and has recovered $1.7 million in outstanding taxes and $300,000 in legal fees associated with this process.”

Alpha Aviation, a British Columbia corporation was established with the objective of buying the assets and taking over the operation of the airport. Alpha Aviation is chaired by Fred Kaiser, an entrepreneur, pilot and dedicated aviation enthusiast. Darrel Smith, formerly Chief Operating Officer at Air BC and former Transport Canada Civil Aviation Inspector also serves on the Board and will serve as Transition Manager. Lynda Hogarth, Trustee for the Kaiser Foundation for Higher Education serves as Board secretary. Alpha Aviation has assembled a team of advisors and consultants who between them have over 100 years of experience in aviation.

“We are very pleased and excited with this opportunity. The airport has enormous historic significance while at the same time holds the potential to become a high quality general aviation airport, and a valuable asset to the people of Delta. We feel the airport will be an important asset for British Columbia as we gear up in preparation for the 2010 Olympic Games” stated Fred Kaiser. “We are grateful that the Mayor, council members and staff at Delta share this vision and we look forward to working with them to make it a reality”.

Effective December 1, Alpha Aviation will assume responsibility for the operation and maintenance of the Boundary Bay Airport. Alpha Aviation will have a transitional team in place to ensure that there will be no service interruptions to the businesses and individuals who use the airport.

Darrel Smith and Sandra Stoddart-Hansen (formerly with Transport Canada), will be co-managing the transition process at the Airport.
